IMHO、パッケージの順序はaptに関連してはいけません。
常に決定的でなければなりません。
しかし、通常のdebian12ドッカーイメージでは、3つのパッケージに違いがあることがわかりました。
docker run --rm -ti debian:12.1
apt update
apt install lxde-core xterm chromium # Fails
apt install lxde-core chromium xterm # works
xtermパッケージとchromiumパッケージの順序にのみ依存しますが、これら3つのパッケージのいずれかを削除すると、順序に関係なく常に機能します。

luit は xterm パッケージでのみ推奨されます。
これは適切なバグですか、それともパッケージの依存関係の1つですか？
