この解決策を見つけました

apt-get update

apt-get install apt-file

apt-file update

apt-get install vim     # now finally this will work !!!

上記のコピーN貼り付けバージョンは次のとおりです。

apt-get update && apt-get install apt-file -y && apt-file update && apt-get install vim -y

回避策...新しいファイルを作成する必要がある場合は、利用可能なエディタがない場合に実行してください。

cat > myfile
(use terminal to copy/paste)

しかし、スコットスタンスランド~の回答software-properties-commonうまくいけば、インストールする必要はありませんpython-software-properties。次のコマンドを実行するだけで十分です。

apt-get update
apt-get install apt-file
apt-file update
apt-get install vim
